WaveTools is a library consisting of 8 programs for manipulating mono WAV Files which I have written for an audiology project at the Technical University of Vienna some years ago as a toolbox for generating and preprocessing small test samples, so this is probably not for making music with (unless you're doing some real hardcore Techno ;-) ), but if you want to write your own effect filters or sound analysis tools and don't want to mess around with format conversions or standard input filters, or if you just want to arrange some WAVs for your voice modem, you might find this useful.

Aglaophone is a system of interconnectable modules for the recording, processing, and playback of real-time audio. It features a real-time spectrogram display for visualization along with a number of processing modules. Modules include filters, downsamplers, upsamplers, and quantizers. An MP3 comparison module allows interactive blind comparison of MP3 encoded audio with CD audio, demonstrations of spectral imaging, quantization, and Smith-Barnwell filter bank based wavelet decomposition are included, and there is a module that can perform an automatic spectral analysis of a speaker system.

It enables recording, playback and simple cut & paste editing of sound files of diverse formats on a PC equipped with a soundcard and the OSS (formally VoxWare) sound drivers. It uses Lance Norskog's Sox for format conversion; the version we've used is bundled together with this software in its entirety to prevent incompatibility problems, although you should try it with your own sox if you have a more recent one.
